Galv's Weapon Proficiency fix v1.00 Trilobytes by Trihan

Introduction This plugin was written to address a forum request, and only applies when using two plugins together: Galv's Weapon Proficiency and Ramza's Dual Wield. There is a compatibility error in the plugins as originally written where proficiency exp is only added to an actor's primary weapon, even if they're dual wielding one of a different type. This plugin fixes that.
